ABSTRACT A partir de un movimiento estudiantil formado en 1989, se convoca en 1990 una Asamblea Nacional Constituyente elegida por voto populardirecto, la cual promulga en Bogotá en 1991 la Constitución Política de Colombia de 1991. En ella se conserva la denominación de República de Colombia. En el proceso de negociaciones de paz con los diferentes grupos alzados en armas durante el mandato del presidente Virgilio Barco Vargas, el grupo guerrillero M-19 había hecho énfasis insistentemente en que uno de los principales requisitos paradeponer las armas era la creación de una Asamblea Nacional Constituyente para modificar la constitución la cual hasta entonces no garantizaba la creación y desarrollo de otros partidos políticos diferentes a los dos partidos tradicionales, ni daba espacio de representación a las minorías. Ante la negativa del gobierno de hacer una consulta popular que autorizara el cambio constitucional incluyendo unaopción en las papeletas de votación para presidente de la república, los estudiantes, en particular los de las universidades, decidieron hacer un movimiento a nivel nacional para que la población incluyera una Séptima Papeleta ordenándole al ejecutivo que conformara una Asamblea Nacional Constituyente. La propuesta fue acogida y el triunfo llegó para aquellos jóvenes colombianos que pedían laconstituyente, más del 50% de los votantes incluyó la “Séptima Papeleta” con lo cual el presidente en turno, César Gaviria Trujillo, se vio obligado a cumplir con el mandato popular. De esta forma la historia de Colombia tuvo un giro sin precedentes ya que no sólo se logró un cambio constitucional sino también que el grupo guerrillero M-19 entregara las armas y se integrara a la vida políticanacional, y que a las comunidades indígenas se les garantizara representación en el Congreso de la República.
