Este proyecto se soporta en la ley de tierras y desarrollo agrario en el capitulo 1 , Articulo 1
LA LEY DE TIERRAS Y REFORMA AGRARIA SE FUNDO EN 1960, PROPONE LASUSTENTABILIDAD Y BIENESTAR AGRARIO, SIN PREFERENCIA ALGUNA DONDE TODOS LOS PRODUCTORES TENGAN LA MISMA IGUALDAD DE CONDICIONES, CADA PRODUCTOR PUEDE HACER USO DESUS TIERRAS AGRICOLAS DE MANERA PREFERENCIAL PERO BAJO LOS LINEAMIENTOS QUE EN ESTA SE ENTABLECEN.

CAPITULO IDISPOSICIONES FUNDAMENTALES
ARTICULO 1. El presente Decreto Ley tiene por objeto establecer las bases del desarrollo rural integral y sustentable; entendido éstecomo el medio fundamental para el desarrollo humano y crecimiento económico del sector agrario dentro de una justa distribución de la riqueza y una planificaciónestratégica, democrática y participativa, eliminando el latifundio como sistema contrario a la justicia, al interés general y a la paz social en el campo, asegurando labiodiversidad, la seguridad agroalimentaria y la vigencia efectiva de los derechos de protección ambiental y agroalimentario de la presente y futuras generaciones.BIBLIOGRAFIA:
