Research Park As Is

What is a Research Park? A university research park is defined by AURP as a property- based venture, which has:  Master planned property and buildings designed primarily for private/public research and development facilities, high technology and science based companies, and support services  A contractual, formal or operational relationship with one or morescience/research institutions of higher education  A role in promoting the university's research and development through industry partnerships, assisting in the growth of new ventures and promoting economic development

 A role in aiding the transfer of technology and business skills between university and industry teams  A role in promoting technology- led economic development for the community or regionThe park may be a not-for-profit or for- profit entity owned wholly or partially by a university or a university related entity. Alternatively, the park may be owned by a non-university entity but have a contractual or other formal relationship with a university, including joint or cooperative ventures between a privately developed research park and a university. The definition set forth has beenproposed by AURP based on the collective experience of the members of the Association and is focused on the Research Park as the substantive element, that is, the Park is the central figure of the proposition. For the purpose of developing a Master Plan for the proposed redevelopment of the existent Guanajibo Industrial Park in Mayaguez and its conversion to the Guanajibo Research and InnovationPark (GRIP), we propose the adoption of a broader definition. This broader definition responds to the understanding that presently, Research Parks don't exist by themselves and in fact, can't exist by themselves. Presently, anywhere in the world, Research Parks are industrial destinations, locations which depend for their success in attracting tenants, on a vast bundle of integrated offerings andadvantages that transcend the sole capabilities of the Park by itself. This combination of advantages and conveniences can be characterized as a bundle, a package of benefits for the prospective industrial tenant. To make possible the conformation of these bundles of attractions and conveniences needed to attract prospective tenants, the Research Park needs a full complement of public and privatefactors or players, the local community, diverse interest groups and organization, professional groups and associations and foremost a capable pool of resources to support the employment and support services needed by the industries to be attracted. it is because of these combined pool of actors, interests and organizations that we propose that a broader definition of the Research Park be adoptedas a working model to organize the elaboration of the GRIP Master Plan. The proposed definition encompasses four distinctive Action Areas as follows:     1. Park and Facilities Action Area 2. Urban and Land Use Action Area 3. Microeconomic Action Area 4. Macroeconomic Action Area

The proposed Action Areas for the GRIP Master Plan have been developed with sufficient detailed information ineach area in order to clearly indicate the individual effort benchmarks required to be performed. The general objective is to concentrate the diverse efforts in a coordinated scheme that will serve as the general guidelines for action. Each Action Area is to become a Roadmap for the performance of the overall strategy and activities. By adopting the proposed Action Structure and Organization allactivities pertaining to Park and Facilities will be detailed in its corresponding action area while any effort that affects certain facility, but pertains to the Microeconomic Action Area would be coordinated from the Microeconomic perspective and not from a Facility focused procurement.
