ABSTRACT
The present investigation had as intention fundamental to effectiveness of the emanated administrative providencias of the inspectorías of work like guarantee of the right to thestability special the labor unremovability the theoretical bases were based on: Guzmán, Villasmil, Govea, Boiler, Petit, Maroa, among others. The investigation is of documentary type, describing thedesign as the investigation like bibliographical, the population is conformed by the Constitution of the Bolivariana Republic of Venezuela, Statutory law of the Work, presidential Decrees, also thenational doctrine as as much foreign. The interpretation of the information carried out by means of the legal hermenéutica and the analysis of content. As result were observed that the work is a right andlike so is to have of the State to protect the work like social fact, and in this sense, the measures must be adopted that are necessary to preserve, the use in accordance with the spirit, intention andreason of the constitution, having of offering to the workers the required guarantees so that they are not object of dismissals. Indeed, with the purpose of to protect the workers and to diminish thedismissals, the Venezuelan State has been forced to establish in diverse occasions the decree of labor unremovability, establishing of way needs the requirements, conditions and procedures ofobligatory fulfillment that are needed to be able to carry out action of that type. From this perspective the National Executive, in attention to the well-known social inequalities in Venezuela, has had theconviction that the main solution in the fight against unemployment is the decrees of special labor unremovability, having a direct interest only on the formal sector of the economy.
