REVERSE LOGISTICS MANAGEMENT IN SPECIAL CUSTOMS PROCEDURES CASE: DHL EXPRESS. 2008-2009

Abstract

The main purpose of this investigation is to analyze the inverse logistics management of special customs procedures that the organization DHL Express used in 2008 – 2009. In the study the reverse logistics procedures involving the return ofmerchandise are defined and specified, establishing that DHL Express, being a logistics operator should acknowledge that within these special customs procedures logistics of return goods are managed, analyzing the positions of both terms and processes, one based on the other. A descriptive investigation will be done with a mixed focus, where, in order to understand their similarity, the survey in itsforms (interview and questionnaire) was applied to a sample of the companies that work with the special customs procedures with DHL Express, however, a content analysis via bibliographical revision was employed, and in order to provide the basis and foundation, different laws were revised to support the investigation, such as the Organic Customs Law and its Bylaws, the Venezuelan Import, Export andExchange Regime, the Customs Bylaw on Release Schemes, Suspension and Other Special Customs Procedures, among others. The data analysis allowed the need to establish a strategic system that would form a solid basis for a logistics company like DHL express, given that by offering an integrated system, presents a fractured structure since it does not manage logistics of returns, reason why thestudy is finalized with the determination that DHL recognizes the reverse logistics in their processes, and apply it as a service, which may promote stability for the company.

RESUMEN

La presente investigación tiene como propósito fundamental analizar la gestión de la logística inversa en los regímenes aduaneros especiales que maneja la empresa DHL Express en el período 2008-2009. En el estudio se definen y especifican los procesos de logísticainversa donde intervienen las devoluciones de mercancías, estableciendo que DHL Express al ser un operador logístico debería reconocer que dentro de estos regímenes aduaneros especiales se maneja un proceso de logística de devoluciones, analizando las posiciones de ambos términos y ambos procesos, una en base a la otra. Se realizará una investigación descriptiva con un enfoque mixto, donde, paraentender su similitud, se empleó como instrumento de recolección de datos la encuesta en sus dos modalidades (entrevista y cuestionario) en una muestra de empresas que manejan los regímenes aduaneros especiales con DHL Express, sin embargo, se acudió a un análisis de contenido a través de una revisión bibliográfica, y para darle base y fundamento, se revisaron la diferentes Leyes que respaldan lainvestigación, como la Ley Orgánica de Aduanas y su Reglamento; El Régimen Venezolano de importaciones, exportaciones y cambios; Reglamento de la Ley Orgánica de Aduanas sobre los Regímenes de Liberación, Suspensión y otros Regímenes Aduaneros Especiales, entre otros. El análisis de los datos, permitió la necesidad de establecer un sistema estratégico que permitiera formar una base sólida a unaempresa logística como DHL Express que al ofrecer un sistema integrado, presente una fractura en su estructura por no manejar la logística de devoluciones, por lo que se finaliza el estudio con la determinación de que DHL Express reconozca la logística inversa dentro de sus procesos, lo aplique como un servicio y pueda crearle solidez a la empresa.
