UNICEF PROGRESS

The NGOs have been in place since the second half of the 19th Century, and over the years, the number of people who are in favor of such institutions has been increasing, and this was reflected directly in the massive increase of NGOs that has been produced since 1909 where there were just over 200 international NGOs registered, and 1990 where there were over 2000. NGOs play acrucial role in the development of those countries or sectors of a country, that are not likely to do so by themselves, due to situations as diverse as can be, conflicting political conditions, natural disasters, or lack of means merely economic.

There are four fundamental aspects that characterize an NGO. First of all, they are entities that provide a service to society to improve the qualityof life of people and especially those who have fewer resources. They are also called "social organizations". Secondly, they are voluntary organizations. Even at the highest level of managers, there are people who perform their task of leadership on a voluntary basis. Thirdly, they are non-profit organizations. Finally, they are non-governmental organizations, separate from administrations.There are four types of NGOs: the first type is the voluntary organizations, which pursue a social mission based on an explicit goal; the second type are the agencies or bodies of services, namely consultancy agencies or non-profit, but operating according to market logic and are hired by government agencies, national and international, to meet public purposes; the third type are communityorganizations or popular, representing the interests of their members, they have a defined leadership and are largely self-sufficient; the last type are the non-governmental organizations, "informally government", which are organizations that have been created by governments and, although formally independent, serve as a tool of their policies. Of course, strictly speaking only voluntary organizations-andexceptionally and in some cases community organizations or popular-can be considered truly NGOs. Then, as an agency in favor of children in need there is UNICEF, which is classified in the first type of the ONGs organization. That means that UNICEF is a voluntarily funded agency.

ORIGIN

The United Nations Children's Fund (UNICEF) was funded on December 11, 1946 by the United Nations GeneralAssembly, as a response of the disaster that the II World War made in Europe, mainly in children. That is why this agency is limited to working for children. UNICEF seeks to ensure that its priorities are used as a basis for laws, policies and practices, all of them relevant to children's rights. But this assistance would not be possible if there was not the support that is given to the UNICEF bydifferent Governments, other United Nations organizations, international organizations, civil society groups, communities, private sector entities and other groups and characters.

WHAT IS UNICEF?

Mainly, UNICEF has undertaken a greater commitment: assist the long-term needs of children living in poverty in developing countries. Since October 1953, UNICEF became a permanent entity of theUnited Nations system. Thanks to its good intentions, excellent job and by linking the welfare of children with world peace, in 1965, UNICEF received the Nobel Peace Prize. The United Nations have designated the UNICEF the task of promoting the protection of children's rights, to help meet their basic needs and to increase opportunities that are available to achieve their full potential. Itsachievement is based on what is stipulated in children's rights and does its maximum effort so that they are met and enduring ethical values and international standards of behavior towards children.
