THE FOOTWEAR MARKET IN PORTUGAL

Consumption The footwear market in Portugal wasvalued at € 954 million in terms of retail sales in 2008, reaching its 2004 level after a peak in 2006. Therefore, the average annual increase was 0.0% in the period under review, being below the EUaverage increase of 0.3%. This poor performance was due to low growth rates in the economy as a whole. Portugal was the twelfth largest EU market, behind Sweden, but ahead of Romania and Denmark invalue. By volume, the Portuguese bought 48 million pairs in 2008, which meant 4.3 pairs per capita, spending € 90 per year, being below the EU average of € 100 per capita (4.2 pairs). This below average consumption can be explained by the recession and high unemployment, which has kept footwear demand formany people relatively weak. People tended to ‘trade down’ to lower quality footwear. This explains the volume growth rose between 2004 and 2006. But this growth was restrained as the prices offootwear rose due to the increased VAT rate to 21% in 2005 and high anti-dumping duties on imported footwear since 2006.
