Illegal Dumping

Introduction
I. Throwing away unwanted materials of any kind in any unapproved location is an illegal action called "Illegal dumping"
II. Illegal dumping affects the life quality for citizens wholive near the dumping locations. How can we prevent this criminal act?
III. Today I will persuade my audience to fight against illegal dumping, trying to establish a new ordinance in which thecomplainant obtain a money reward for denouncing of dumping. How we can prevent it? Going through this 2 points.
A. First one, The government must guarantee to the complainant the anonymity and thepercentage of the penalty that he will receive.
B. Second one, Society will be satisfied with my plan because we will find the dumpers faster.

I. Firstly, the government must guarantee to thecomplainant the anonymity and the percentage of the penalty that he will receive.
A. There are different penalties for illegal dumping and also different types of dumping. Therefore, the government needs tostate the amount of money of the penalty that the dumper has to pay. B.Why the government must guarantee the anonymity of the complainant?
1) It will make that more people get involved with the cause.
I. According to VLAA, in the United States over 50% of the peoplesaid they would be likely to report someone for leaving unwanted items in a bush area or by the roadside. By adding the amount of money, we will encourage this 50% to want to earn the recompense.
2)The complainant will not be scared of threats to his safety.
I. Imagine you are man with 2 kids, wife and with a comfortable place to live. You know a person who is doing illegal dumping and you wantto denounce him. But the police or the entity what receive the complaint doesn’t guarantee you the anonymity. Probably you are going to be paranoid or scared because you don’t know the dumper and...
