Esta tesis se presenta para obtener eltitulo de Grado en la UNI. El contexto de la tesis son los sistemas de transito vehicular, los cuales, en gran parte, se encuentran en una situación critica en las principales ciudades del mundo, las cuales sufren de insuficiente capacidad vial frente a una demanda de transito cada vez mas alta. Los efectos de esta congestión son el mayor consumo de combustible, mayores tiempos de viaje, mayorcontaminación, entre otros. Esta problemática posee muchas aristas para su solución, una de las cuales es la gestión de los semáforos con el fin de tener una optima capacidad de las vías frente a la cada vez mas alta demanda. El problema radica en hallar un sistema que controle estos semáforos de manera optima, en especial en los casos en que las rutas se encuentran fuertemente congestionadas. En estatesis se propone un método y modelo para encontrar este sistema de control optimo para redes viales fuertemente congestionadas haciendo uso de técnicas de investigación operativa, algoritmos genéticos y aplicando algunos principios sistémicos. Se busca que tras la aplicación del método se pueda obtener planes de tiempo que funcionen de manera coordinada y permitan el paso de mayor flujo vehicularde manera flexible y para una gran cantidad de casos y bajo restricciones de los sistemas de transito reales. También se busca que el modelo propuesto sirva de base para enfocar problemas similares y para crear mejores métodos.

This thesis is proposed to the UNI for the graduate title of Engineer. The thesis context is the transit system of major cities of the world. These systems are in a critical situation brought by the increase of the demand for traffic against the insufficient capacity of the system to sustain this demand, which results in congestion. Some ofthe effects of this situation for society are longer trips, more contamination and more fuel consumption. This problematic can be solved through a variety of ways, being traffic light management one of the most common. The problem of traffic light management lies in creating a system that can control the traffic lights in an optimal way that is, maximizing the flow, minimizing the delay especiallyin highly congested areas. This thesis proposes a method and a model to find this optimal control for highly congested areas using techniques from operations research, genetic algorithms and applying systemic thinking principles. The purpose of this method is to find time plans for each traffic light of the analyzed zone that will allow more vehicles to flow trough the system in a flexible mannerand subject to the real constraints of a traffic system. It is also the intent of the model to be used as a basis to tackle similar problems and to create better methods.
