Can Information and Communication Technologies (ICT) have favorable impacts on
poverty reduction in Latin America and the Caribbean? Can these impacts be registered in the short
and medium run? If they are positive, is this due to a sum of local micro initiatives in ICT
application, or to comprehensive governmental programs? How do ICT applications affect the
different ways in which menand women experience poverty and unemployment?
This research explores the impacts of ICT in poverty reduction in Latin America and the
Caribbean (LAC), with special emphasis on a gender perspective. Its main goal is to identify how
and in which ways could ICT (particularly the Internet), though the implementation of appropriate
public strategies and policies, satisfy the population’s needs,stimulate sustainable development,
and articulate at least four social actors: governments, the academic sector, enterprises, and civil
society organizations.
Presently, LAC countries have the triple need to get proactively integrated to Information
Society (IS), in order to avoid further marginalization from the global economy, build IS in LAC
countries and regions, considering national andlocal specificities and needs, and fight the
increasing poverty and income inequality among the Regions population. As Proenza (2002) states,
“Countries that search for prosperity and social stability (...) should focus on e-for all; this means to
make accessible for all citizens the opportunities offered by ICTs for individual and social
development; and to use ICTs to empower citizens and toinvolve them in local and regional
development initiatives; and to reduce the insecurity which affects a high number of people and
societies in developing countries”.
This document analyzes the strategies to decrease poverty which have been implemented
in LAC countries, and proposes strategies to plan policies for sustainable development and poverty
reduction using IS, with a view to reducesocial and gender inequalities. The research was based
mainly on the identification of policies and strategies used by LAC governments to implement the
uses of ICTs for economic, social, and political development. Simultaneously, the researchers have
identified LAC´s strategies to encourage social development and to fight poverty. In both cases,
