ABSTRACT: The Ministry of Communications andTransports, as head of the area of infrastructure for transport in Mexico, has developed and apply a system of quality management in the road maintenance works.
This paper describes the previousfacts, what does the quality management system consist of, the way the laws, the regulations and the organizations that hold it up take part, as well as the public offices and private enterprises thathas to do with the study, project and construction of maintenance works.
The quality management system has the aim of achieving the quality specified in the project, in order to assure the suitable useof the assigned financial funds, the anticipated performance and durability, and a high road service level.
In the last part, the limitations or defects in the system applications are discussed, inorder to give rise to an improvement in such application in the medium term, thus extending the benefits in the road maintenance performance, to provide a better service to the road users.
1.ANTECEDENTES
En México, en 1925, con la creación de la Comisión Nacional de Caminos por parte del Gobierno de la República, se inicia formalmente la construcción de carreteras, bajo la rectoría de laSecretaría de Comunicaciones y Obras Públicas (SCOP), antecedente de la actual SCT. En 1927 se estimó necesario reglamentar el proyecto y la construcción de este tipo de obras, para lo cual se publicó laprimera versión de las “Especificaciones de Caminos” que rigió en este país.
