RACIAL DISCRIMINATION OF MIGRANTS AND RACIAL HATE CRIMES OCCURRED IN SPAIN AND THE USA
Racism is a moral and social problem that affects people and populations around the world. Its symptoms and manifestations are intolerance, discrimination, fear and hatred toward other people, etc. although these symptoms can manifest racism; the only cause ofracial prejudice is ignorance, the ignorance of different aspects since the races around the world are distinguished from each other by characteristics such as color of skin, color and texture of hair, color and shape of eyes and size of body parts but in spite of the fact that we have these small differences, we all are equal inside and we allhave the same rights nevertheless unfortunately this is not true on many occasions in some places where racial discrimination has reached the point where whole families have had to leave their houses and look for another place to live because of the racial discrimination because in some places people not only discriminate against others for beingdifferent but also abuse them either psychologically or physically and some people go so far as to kill other people. In fact, racism affects all of us in one way or another one, and an example of this is that often we prejudge people by their appearance before meeting them and this is because of our ignorance about the true personality andcharacter of a person. Although this is nothing compared to what a lot of people have to go through in some parts of United States.
The migrants, constitutes one of the main sources of contemporary racism. Migrants are often discriminated against in housing, education, health, work or social security. It is a global issue affecting the countries oforigin, the countries of transit and the countries of arrival.
Migrants arriving irregularly in a new country and victims of trafficking stopped by the police are often detained in administrative centers or in prisons. Migrants are often detained as a routine procedure and without proper judicial safeguards. Overcrowded immigration detentioncenters often have poor access to healthcare, inadequate food, sanitation or safe drinking water and a lack of separate sanitation facilities for men and women. Equally, t here is an increasing tendency to criminalize migration offenses, which has, in some cases, resulted in violations of migrants’ rights.
Today, one of the key obstacles hinderingmigrants’ integration and equal access to human rights in host societies is persistent anti-migrant sentiments and discriminatory practices. Such sentiments and practices are often reinforced by legislation, regulations and policies to restrict migratory flows, as evidenced by the increasing tendency to criminalize irregular migration. The globaleconomic crisis and rising unemployment have further aggravated these trends. Addressing negative perceptions of migrants within host communities is therefore a key element of promoting their integration and enhancing their contribution to development. Various international instruments, and in particular, the International Convention on theProtection of the Rights of All Migrant Workers and Members of their Families, address the issue of discrimination and provide guidance on human rights safeguards. Special Procedures, treaty bodies and the Universal Periodic Review mechanism have also addressed these issues.
