Análisis del Cooperativismo Agrícola en Venezuela a partir de 1960: Una Modalidad para elevar el Bienestar Social del Productor Agrícola

RESUMEN Desde antes de la explotación petrolera Venezuela se ha caracterizado por poseer grandes potencialidades agropecuarias , laeconomía se fundamentaba en rubros como: Café, cacao y caña de azúcar. Posteriormente, al aparecer el llamado “oro negro” , pasa a ser un país predominantemente petrolero; las exportaciones de crudo superaron a las de productos agropecuarios, con un margen de rentabilidad mayor, lo que ocasionó que el sector agrícola perdiera no sólo importancia, sino la atención por parte del Estado. En 1960, afin, de estimular la agricultura se promulga la Ley de Reforma Agraria; entre sus objetivos, se destaca: Eliminar el sistema latifundista, distribuir las tierras bajo formas de explotación colectiva como Cooperativas y otras modalidades asociativas y la asistencia integral al campesin. Sin embargo las cooperativas no llenaron las expectativas creadas. En el 2001, en un nuevo intento por reactivarel sector Cooperativo y Agropecuario, se promulgaron la Ley Especial de Asociaciones Cooperativas y la Ley de Tierras y Desarrollo Agrario, con el propósito de fomentar la organización social de los agricultores. Se pretende que los asociados, lejos del paternalismo estadal, ejerzan el trabajo en colectivo y se integren para fortalecer sus asociaciones con la finalidad implícita de elevar subienestar social. Analysis of the Agricultural Cooperativism in Venezuela since 1960: a modality to elevate the social well-being of the agricultural producer. Abstract Venezuela has been characterized to possess big agricultural potentialities; before the oil exploitation, the economy was based on items like: Coffee and cocoa. Later on, when the so called “black gold” appeared Venezuela, it becomesa mainly oil country, the raw exports overcame those of agricultural products, with a margin of more profitability, which caused that the agricultural sector not only lost importance, but also the due attention on the part of the State. In 1960, in order to stimulated the agriculture, the Law of Agrarian Reformation is promulgated, among their objectives, stands out: To eliminate the large landedstate system , using the figure of collective exploitation as Cooperative and other associative modalities and the integral attendance to the peasant, however these organizations didn’t fill the expectations. In 2001, in a new intent to reactivate the Cooperative and Agricultural sector, the Special Law of Cooperative Associations and the Law of Lands and Agrarian Development were promulgated,with the purpose of fomenting the social organization of the farmers. In spite of all these attempts, the associates, far from the state paternalism should exercise the work in collective and be integrated to strengthen their associations, in order to elevate their social well-being.
