Introduction
After the collapse of the Soviet Union there was a change in the world, the bipolar system that had existed since the end of the Second World War had seized to exist. There was a need for the former Republics of the USSR to be stronger and so they had to unite in order to be stronger. The CIS is an association of states it is not a supranational union like theEuropean Union. It has coordinating powers in finance, lawmaking, trade, security, promotes cooperation and crime prevention. Some of the members aimed to create a full-fledged common market that would integrate more the state members. In a world in which regions are integrating more and more their economies and in some cases their political ideals it seems inevitable for the countries of EasternEurope to seek for an integration process.

The Commonwealth of Independent States
The CIS is a regional organization that was formed after the Soviet Union was dissolved; the members are former republics of the USSR. The Republic of Belarus, The Russian Federation and Ukraine, were the leaders that founded this organization on December 1991, had the background of the signing of the CreationAgreement. They also announced that this was an open allegiance to all former republics of the Soviet Union, as well as other nations sharing the same goals. Upon its foundation member states adopted the Alma-Ata Declaration, which confirmed the promise of the external and internal policies, and announced the guarantees for implementation of the international commitments of the former SovietUnion.
The CIS charter, in which are based the activities of the CIS, was adopted by the Council of Head of States on January 1993, stated that all the members were equally sovereign and independent nations and thereby, abolished the Soviet Union. The Charter also states that the CIS serves the development and strengthening of friendship, inter-ethnic accord, trust, mutual understanding, andcooperation between States.
On 21 December 1991, the leaders of eight additional former Soviet Republics, such as Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Turkmenistan, Tajikistan, and Uzbekistan, joined the CIS, increasing the number of participating countries to 11. Georgia joined two years afterwards, in December 1993. 12 of the 15 former Soviet Republics were participating in the CIS.The three Baltic States, Estonia, Latvia, and Lithuania, chose not to join them.
Membership Nowadays
There are 9 member states in the CIS; their main constituent document was the Creation Agreement until 1993 when they adopted the CIS Charter. Being part of the charter meant that a member state formalized the concept of membership and the countries ratified the CIS Charter, all of today 9members ratified it.
These regional organizations have two unofficial members who didn’t ratify the charter. The first is Turkmenistan this country didn’t ratify the charter in order to be consistent with the UN-recognized international neutrality status and since 2005 it became an associate member. The second one is Ukraine because they don’t agree that Russia is the only legal successor of the USSR.There is only one former member stat, Georgia which decided to withdraw from the CIS 18 August 2008.
