Hoover and the Depression

I. Hoover struggles with the depression

A. Hoover tries to reassure the nation

1. After the stock market crash of Oct, 1929, Hoover tried to reassure Americans that the nation’s economy was on a sound footing.

a. “Any lack of confidence in the economic future…is foolish.”

b. The important thing was for Americans to remain optimistic and to go about their business as usual.

c. Americans believed depressions were a normal part of the business cycle.

i. Experts believed the best was to do nothing but let the economy fix itself.

ii. Hoover felt that government could play a limited role in helping to solve problems.

2. Hoover’sphilosophy & beliefs

a. Hoover believed that one of government’s chief functions was to foster (a voluntary rather than forced) cooperation between competing groups and interest in society.

b. Americans valued “rugged individualism” – the idea that people should succeed through their own efforts.

c. Hoover believed that handouts would weaken people’s self-respect and “moralfiber”.

3. Hoover takes cautious steps

a. Soon after the stock market crash, Hoover called together key leaders in the fields of business, banking, and labor.

i. He urged them to work together to find solutions to the nation’s economic woes.

b. None of these steps made much of a difference.

i. A year after the crash, the economy was still shrinking.

ii. Unemployment wasstill rising.

4. Boulder Dam

a. Hoover proposed the construction of a dam on the Colorado River.

i. He proposed to finance the dam’s construction by using profits from sales of the electric power that the dam would generate.

ii. He also helped to arrange an agreement on water rights among the seven states of the Colorado River basin – Arizona, California, Colorado, Nevada,New Mexico, Utah & Wyoming.

b. In 1928, as part of a $700 million public works program, the project won congressional approval, and Hoover occupied the White House.

i. A year later, he authorized construction of Boulder Dam.

ii. The dam was 726 ft. high and 1,244 ft. long.

iii. In addition to providing electricity and flood control, the dam also provided a regular water supply.5. Democrats win in 1930 congressional elections

a. The political tide turned against Hoover and the Republicans as a consequence of the country’s economic difficulties.

b. In the 1930 congressional elections, the Democrats took advantage of anti-Hoover sentiments to win more seats in Congress.

i. As a result, the Republicans lost control of the House of Representatives.ii. Also, the Republicans saw their majority in the Senate dwindle to one vote.

c. As Americans grew more and more frustrated by the Depression, they expressed their anger in a number of ways.

i. Farmers burning their corn, declaring a “farm holiday”.

d. By 1930, people were calling the shantytowns in American cities “Hoovervilles”.

i. Homeless people called thenewspapers they wrapped themselves in “Hoover blankets”.

ii. Empty pockets turned inside out were “Hoover flags”.

II. Hoover takes action

A. Hoover backs cooperatives

1. In Hoover’s view, Boulder Dam was a model of how the federal government could encourage cooperation.

2. His attempts to relieve the depression involved negotiating agreements among privateentities, again reflecting his belief in small government.

B. Direct intervention

1. Hoover appealed to Congress to pass a series of measures to reform banking, provide mortgage relief, and funnel more federal money into business investment.
