Para poder resolver la anterior pregunta, debo dejar enclaro que está fue analizada desde la teoría neorealista de las relaciones internacionales. Iniciare explicando el concepto de lo que es la anarquía Internacional.
La anarquía en relacionesinternacionales describe que el sistema mundial carece de autoridades o jurisdicciones globales obligatorias, es decir, no existe una soberanía universal o un gobierno mundial, por tal razón, no hay un actorsuperior que pueda resolver las problemas del sistema internacional.
El concepto de anarquía es la base para las teorías de relaciones internacionales realista, liberal, neorealista, neoliberal. Lateoría constructivista sostiene que la "anarquía" es una condición fundamental del sistema internacional, diciendo que "la anarquía es lo que los estados hacen de ella". En otras palabras, los agentestratan de inculcar la idea de que la "anarquía" es inherente al sistema internacional (Alexander Wendt).
