a In each of the environmental functional areas, are the roles, responsibilities and authorities of auditee managers and employees appropriately defined, documented, communicated and understood?

c Has the auditee’s top management appointed (a) specific management representative(s) who, irrespective of their other responsibilities, have defined roles, responsibilities and authority for:
Ensuring that the auditee’s environmentalmanagement system requirements are established, implemented and maintained in accordance with ISO 14001 criteria and other applicable company and auditee requirements?
and
Reporting on the performance of the auditee’s environmental management system to the auditee’s top management for review and as a basis for improvement of the auditee’s environmental management system?

4.4.1 Resources, roles, responsibility and authority
The top management of theorganization should determine and ensure the appropriate resources to implement,
maintain and improve the EMS. These resources should be provided timely and efficiently.
When identifying adequate resources to implement and maintain the EMS, the organization should consider
financial resources
infrastructure
information systems
human resources
training
technology, and
other resourcesspecific to its operations
Resource allocations should consider not only current needs but plans for changes in the organization. In allocating
resources, organizations can develop procedures to track the benefits as well as the costs of their environmental or
related activities. Issues such as the cost of pollution control, wastes and disposal can be included.
The resources and their allocationshould be reviewed periodically, and in conjunction with the management review
to ensure their adequacy. Also, it could be necessary to reviewing them for new proj
