Perry warns Legislature: Don't tap Rainy Day Fund

DALLAS (AP) - Texas Gov. Rick Perry Tuesday the Legislature Said Should STI keep hands off the state's Rainy Day Fund,refused to say whether he had tried to use that money.
Texas is in a serious crisis to generation, some lawmakers have proposed using money from reserves to cover part of theirdebt. Perry objected to this solution and calls it the "last resort. "
"The truth of the matter is, there is no guarantee that will not be in the same situation in twoyears, “Perry told reporters at a garage, "If you touch the bottom of now, all we have done is kick the can down the road."
But when asked if he would veto the touch of funds,Perry said he could not comment due to policy.
Perry tried to not raise taxes, tort reform and other things they think they can make Texas a place where business can thrive. Thecontrast what he called the state of "friendly working environment “with excessive taxation, over-regulation, and litigation-states."

Perry cited the need "loser pays” asthe "next step” in civil liability.
It gives the possibility to fire teachers for the budget crisis, he said that school districts must question without indifference.
"Onesize does not fit all in Austin, Texas, and one size does not fit all in Washington, DC, "he said, repeating the message he has trumpeted since winning a record third term lastNovember.

Perry was joined by Grover Norquist, president of the advocacy group Americans for Tax Reform, and Talmadge Heflin, a former Texas state representative who isnow director of the Texas Public Policy Foundation's Fiscal Policy.
Norquist, who opposes higher taxes, he warned that it is time to get more ups and downs, on issues of Perry.
