LaLey No. 13-07 surge como consecuencia de la ineficacia de la precedente, No. 1494 y la necesidad de adaptarla a las nuevas condiciones jurídicas de la época, esta ley no solo instituye El Tribunal Contencioso Tributario y Administrativo, sino que también suprime el sistema de justicia retenida, esto es, que la administración se juzga a si misma.
El Tribunal Contencioso Tributario y Administrativotendrá competencia además para conocer:
