El FMI ha brindado asistencia financiera en condiciones concesionarias a países miembros de bajo ingreso desde mediados de los años setenta, primero por medio del Fondo Fiduciario y posteriormente através del servicio de ajuste estructural (SAE) y del servicio reforzado de ajuste estructural (SRAE). En noviembre de 1999 el SRAE fue reemplazado por el servicio para el crecimiento y la luchacontra la pobreza (SCLP).
Antecedentes
The IMF has sought to respond to balance of payments problems facing many of the world's poorest countries by providing concessional financing. From themid-seventies, such assistance is made available to countries through the Trust Fund. In March 1986, these resources began to afford each under the Structural Adjustment Facility (SAF) and, sinceDecember 1987, through the Enhanced Structural Adjustment Facility (ESAF). In December 1993, the ESAF was expanded and extended. In September 1996, the ESAF was transformed into permanent service, becomingthe central element of the strategy of the institution to assist low-income countries. In addition, at the beginning, the IMF's involvement in the Initiative for debt relief for poor countries (HIPCs)was linked to special operations ESAF more dealer character.

As we have repeatedly pointed out, inflation is one of the most harmful to the economy, given the loss of purchasing power suffered by the population. Therefore governmentsstrive to combat it, with the goal to reduce the variation of prices to the low single digits (less than 5%). Some economists claim that a reduction in inflation to 0% would bring stagnation of theproduction, and it takes even at very low levels, a price increase for the employer is stimulated to produce.
