Everything started in 1648 with the origin of the modern state system.  The word sovereignty contains concepts like authority and territory. This article argues that Westphalia has always been anonly and best ideal type. The "Westphalian system" has never been a concrete description of the post-1648 state system. Therefore the "historically myopic" argue that the Westphalia sovereignty system isin crisis and it has been always violated.

The authority is based on territory, not individual identity (as in tribes, trading leagues, and, in a different way, empires). Nowdays we know theconcept of sovereignty as "the only game in town". Other ways of ordering political life, including colonialism, trusteeships, empires and the traditional Sino-Centric system, lack legitimacy or would berejected by a large proportion of population that supously is the subject of them. Nevertheless, the meaning can be undertaken like ambiguous.

There are three central elements or aspects ofsovereignty (international legal, westphalian and domestic sovereignty ). In orden to understant the importante of Krasner's analysis on oír own interpretation of sovereignty I'll define what is Westphaliansovereignty.
Westphalian sovereignty consists in"do not intervene in the internal affairs of other states. Each has the right to independently determine its own institutions of goverment. Empirically,the rule of non-intervention has frequently been violated." (Dublin, Luke White 1792)  

Violations of the Westphalian model occur in four key ways: conventions, contracting, coercion, andimposition. These four modes differ "by whether the behavior of one actor depends on that of another and by whether at least one of the actors is better off and none worse off."
