específicas de apoyo educativo: actitudes, valores y normas.
The integral educative attention to the students with specific needs of
educative support: attitudes, values and norms.

RESUMEN
Eltítulo II de la Ley Orgánica de Educación, dedicado a la equidad en la educación, contempla al
alumnado con necesidad específica de apoyo educativo por presentar necesidades educativas
especiales, por dificultades específicas de aprendizaje, por sus altas capacidades intelectuales, por
haberse incorporado tarde al sistema educativo, o por condiciones personales o de historia escolar.
Establece losprincipios que han de regir su escolarización y los recursos para su tratamiento
educativo al objeto de alcanzar el máximo desarrollo posible de sus capacidades personales y los
objetivos y competencias establecidos con carácter general para todo el alumnado. Igualmente,
encomienda a la Administración educativa regular los procedimientos y las medidas para identificar
tempranamente lasnecesidades educativas del alumnado e iniciar su atención integral, regida por los
principios de normalización e inclusión, desde el mismo momento en que dicha necesidad sea
identificada. Así mismo, tanto el Real Decreto 1635/2009 por el que se establecen los principios
generales referidos al alumnado con necesidad específica de apoyo educativo como la orden
EDU/849/2010 por la que se regula la ordenaciónde su educación para que adquieran las
competencias básicas que les permitan su desarrollo integral, serán de aplicación en los centros
docentes sostenidos con fondos públicos correspondientes al ámbito de gestión del Ministerio de
Educación.

Title II of the Statutory law of Education, dedicated to the fairness in the education,
contemplates to the pupils with specific necessity of educative support to present/display
special educative needs, by specific difficulties of learning, their high intellectual capacities, by
to have incorporated takes to the educative system, or by personal conditions or of scholastic
history. In the sameway, it establishes which are the principles that must govern the schooling
of this pupils and the resources for their educative treatment in order to reach the maximum
possible development of their personal capacities and the objectives and competitions
established with general character after all the pupils. Also, it entrusts to the regular educative
Administration the procedures and the measuresprecise to identify early the educative needs of
the referred pupils and to initiate his integral attention, governed by the principles of
normalization and inclusion, from the same moment at which this necessity is identified. Also, as
much the Real Decree 1635/2009 by which the referred general principles to the pupils with specific
necessity of educative support like the order EDU/849/2010settle down by which the arrangement of
the education of this pupils is regulated in order that they acquire the basic competitions that allow their
integral development them, recognizing their potentialities and contributions, will be of application in the
teaching institutions maintained with bottoms public corresponding to the scope of management of the
Ministry of Education.
