Alfonso Ugarte was born in the city of Iquique in the province of Tarapaca, the July 13, 1847, son of wealthy merchant families, due to the early physical absence of his father. In 1876 he waselected mayor of the city of Iquique.

At the start of the Pacific War, Ugarte, who was soon to travel to Europe to marry her cousin Timotea Vernal, decided to stay in his home town and organize abattalion with his own money, battalion would consist of workers and artisans Iquique.
