Commission on the Development of Latin AmericaTopic B: The international effects of an increased amount of leftist
governments in Latin America

I. Committee Background
The UN commission responsible for the development of Latin
American is the Economic Commission for Latin America (ECLA), which
later broadened its responsibilities by including the Caribbean, therebychanging its name to the Economic Commission for Latin America and the
Caribbean (ECLAC). This commission was created shortly after the Second
World War, specifically on February 25, 1948. It was established by
ECOSOC and is one of the five sub-regional commissions of the United
Nations, currently headquartered in Santiago, Chile. It is composed of 44
member states and 8 associate members.The purpose of this committee is to help Latin American
economies prosper. ECLAC analyzes situations and provides advice for
member countries. It is mostly concerned with creating and strengthening
economic relations with other nations. However, these resolutions are nonbinding. The solutions are not passed through another committee for
approval, but ECLAC does coordinate with otherorganizations, branches
and agencies so that duplicity is avoided. In order for a motion to pass, at
least half of the members present and voting must agree. Each member
has only one vote and has a permanent term.
II. Introduction and Description
Currently, the idea of adopting a leftist government has spurred
throughout Latin America and other parts of the world. This new
philosophy haseven been put to the test in most Latin American countries.
Leftist governments are those, which support socialist and liberal
ideologies. Current leftist governments in the western hemisphere include
Bolivia, Venezuela, and Cuba.
This transition in the political spectrum has brought its fair share
of problems. Society is victim to higher tax rates and liberal ideas. These
governmentsstrongly support controversial issues such as gay rights,
suicide, and abortion; issues that cause diversion among people. Latin
Americans, as a whole, tend to be conservative, so governments are
pushing their people’s limits. Politically speaking, the big powers such as
the US and most of the countries belonging to the European Union tend to
oppose the spread of socialism around theworld, making it difficult for
developing or small countries to prosper.
The presence of leftist governments has been proven to be quite
controversial. The resemblance with communism is transparent, creating a
conflict between capitalists and socialists. Communism, as history and
even current events show, leads to countries where society is limited in
their rights and freedoms. On the otherhand, some people are growing
tired of conservative governments and are seeking a change in their International Monterrey

country that could make their lives better. They are seeking a government
that gives them hope to end poverty, one that enforces social equality and
that gives them the opportunity to reach a higher standard of living. In
other words, they are looking for a socialist, or leftist government.
