The CRISIS, an OPPORTUNITY FOR SOCIAL PROTECTION
the CASE OF CHILE

INTRODUCTION
The present document tries to be a contribution in order to the activities organized by the United Nations destined to analyze and debate the international financial crisis impact in the people’s life conditions and also the opportunity it represents for the States, as muchindividually or integrally and for the international Organizations, to determinate the effectiveness level of its Social Protection policies and to take preventives actions to affront the present world-wide crisis.
The actual world-wide crisis is a favorable event to release the importance of a participative System of Social Protection as a stabilizer agent, neutralizer or reducer of riskfactors or obstacles that prevent an equitable and sustainable development, fortifying the public institutionalization, modernizing the sectorial model management towards an integrating and articulating model under a “single hat”, the System of Social Protection. In this analytical effort we will talk as an example the Chilean Case
To evaluate the effectiveness of the System, we need to verify ifthe results of applying policies and programs generate adaptability in most vulnerable people affronting the crisis.
The major question is: What elements are being developed in Chile to assure better effectiveness for protection and poverty prevention, in a global crisis context, with a vision of more equitable and sustainable human development?
THE CHILEAN CASE: TOWARDS “A SINGLE HAT”
Thefirst element to observe in this South American country is the implementation of a unique institution in charge to articulate the Social Protection System, coordinating all the actors that take part and who are in different levels or sectors of the government, directing it to the highest level of political decision.
The fragmented action of ministries does not favor integral answers. Thepurpose of the Social Protection Chilean System is to contribute the social integration of families and poor people, and their two objectives are: Guarantee equal opportunities and protection for main risks that threaten to vulnerable families throughout all their vital cycle. Institutionalization of a new Model of management that assures integrality in the application of public policies to take careof the poverty.
The purpose and the objectives of the System are aligned to Agreements and international Treaties, commitments of Governmental Schedule in the matter of rights and eradication of the poverty and to agreements public - non-state actors (business and civil society) formalized in Plans and strategies of territorial development.
INFORMATION
The first contribution in thesubject is the Register of Social Protection, (Ficha de Protección Social), of Mideplan, this register allows you to have systematic, comparable, updated and reliable information of the families in a investigative and informative character in order to the indigence or vulnerability indices that allow them to get Social Protection benefits . A second informative instrument is the CASEN Study - Survey ofSocioeconomic Characterization - that evaluates the redistributive impact of the social programs in the Chilean households.
Also the System gathers the user’s perceptions about the results or impacts generated by the interventions of the system.
THE RESOURCES
The Social Protection System canalizes the efforts in the matter of budgets to finance public and private initiatives.
Thedestinies of the resources are: Programs new Contributions and Monetary Subsidies and preferred attention in traditional programs.
The System incorporates two modalities, that is to say, the co responsibility and the conditional strategy of transferences.
In the second case, the delivery or continuity of a benefit is subjected to a commitment to increase the schooling, the use of preventive services...
