INTRODUCTION
Household care industry produces some products as shampoo, dishwashing soap, floor cleanser, andfabric softener. Both products are usually use by human to keep their hygiene and healthy life. Wastewater from household care industry has surfactants as main component, with domination of anionic surfactants and cationic surfactants. These components can cause foaming problem in the stream. The other problems are very high organic loading as chemical oxygen demands (COD) and has toxicitycharacteristic to microbes related it’s function as cleaning and hygiene agents. These characteristics cause very long natural degradation process in the surface water and have potency to cause eutrofication. In this assignment, treatment system for household care industry is determined by efficiency in technical side and also from economic side. Base target of the system is to comply lampiran B SK MenLHno. 51 tahun 1995 regarding wastewater standard quality for soap industry, detergent industry and other type of industry which produce vegetable oily products. Surfactants (also known as surfaceactive agent) is a substance that when present at low concentration in a system, has the property to adsorbing onto surfaces or interfaces of the system and to altering to a marked degree the surface orinterfacial free energies of those surface or interfaces. The term interface indicates a boundary between any two immiscible phases; the term surface denotes an interface where one phase is a gas, usually air (Rosen, 1978). Based on researches, all types of surfactants can be removed or degraded by biological process in aerobic conditions. The different is about capacity of removal and degradationtimes (Eichhorn, 2001). In anaerobic condition, there are some types of surfactants that hard degraded and also can’t degrade completely (Berna, 2007).

RESULT AND DISCUSSION Data and Basic Principle
Wastewater treatment plant is designed to handle 1000m3/day wastewater with 40% shampoo, 20% fabric softener, 25% dishwahing soap, and 15% floor cleanser wastewater. Thefour groups of household care industrial wastewater produce from different processes. Shampoo wastewater consists high suspended solid, fabric softener wastewater consists high suspended solid and oil and grease and has low pH. All of those wastewater consist high COD, approach to 100000 mg/l. From several characteristics datas of each type of wastewater, steps of treatment to get the most efficienttreatment can be determined, consist of : • Primary treatment Process in this primary treatment is physics treatment with the objectives to protect processes and instruments in the next treatment. (Tchobanoglous, 1991) Primary treatment that is used in wastewater treatment plant for household care industry is some equalization tanks. • Secondary treatment Secondary treatment that is used in designwastewater treatment plant for household care industry divide to three treatment process, these are : 1. Chemical-physics process Chemical-physic process is used to treat shampoo wastewater and fabric softener wastewater with objectives to remove suspended solids and oil and grease

METHODOLOGY
Some methodes is used in the design process to get the most eficien system in wastewater treatmentplant for household care industry. These methodes are present in Figure 1.

components, also to decrease organic loading. 2. First step biological treatment The challenges of this treatment step is to make sure the wastewater that not really easy to degrade and have toxicity agent. 3. Second step biological treatment Second step biological treatment is following process of frst step...
