Maintaining international relations is done through the bodies for the purpose by the States. As tangible legal representation, the state is an abstraction, required to act as an internationalperson, an individual or group of individuals to represent it. The one and the other are the organ that gives body to the State.
 
The Head of State is the supreme organ of the single. Other organs onlyassist him in his duties at home and abroad represent him. There are national and international bodies. The nationals are persons determined by the constitution or laws of each country to actindividually and collectively in the international order, representing the State, within the limits assigned to their duties.
