RESUMEN
Esta investigación analizó la problemática dentro de la urbanización Latina, Distrito de José Leonardo Ortiz, Chiclayo, en torno a las viviendas que infringen la ley de retiro municipal en la mencionadaurbanización, nuestro problema fue ¿por qué existen estas edificaciones dentro de la urbanización Latina? Esta investigación se justificó porque existen gran cantidad de casas que violan esta ley y porque fue requisito indispensable para la aprobación del curso de “Metodología de la Investigación”, asimismo fue importante para estimar el número de construcciones que violan el retiro municipal en laUrbanización. Nuestro objetivo fue conocer las razones por las cuales la población de dicha urbanización construye sobre el retiro municipal, detallándolas así como también estimar el porcentaje de estas viviendas. La hipótesis planteada fue “Las edificaciones que infringen el retiro municipal se deben a la falta de licencia de construcción y asesoría profesional”. El estudio fue DescriptivoCausal Explicativo, usamos el diseño descriptivo causal simple. La población fue los propietarios y/o representantes de las edificaciones que infringen el retiro municipal dentro de la urbanización Latina, (unas 213 personas,1 por vivienda). Como muestra se tomarón 62 edificaciones (30% del total). Para la recolección de datos se utilizó encuestas dirigidas a estos últimos, a los habitantes engeneral de la urbanización, así como también una entrevista a la señorita Berta Peraltes, encargada del departamento de catastro de la Urbanización.

ABSTRACT
This research examined the problem of Latina urbanization, José Leonardo Ortiz District, Chiclayo, about the homes that violatethe municipal retirement law in that development, our problem was why are these buildings breaking the law? This Investigation was justified because there are lots of houses that violate this law and because it was a prerequisite for the approval of the course "Research Methodology" also was important to estimate the number of constructions that violate the municipal retirement in the complex. Ourgoal was to determine the reasons why the population of the urban built on municipal retirement, detailing so as to estimate the percentage of such households. The hypothesis was "The buildings that violate the municipal retirement due to the lack of building permit and professional advice." The study was Causal Explanatory, we use the simple causal descriptive design. The population was the ownersand / or representatives of the buildings that violate the municipal in Latina Urban, (about 213 people, 1 per household). As shown took 62 buildings (30% of total). To collect data, we used surveys with the latter, the inhabitants in general of urbanization, as well as an interview with Miss Berta risers, responsible for cadastre department of Urbanization
