Introducción: Este modelo administrativo en transición ha sido por muchos denominado modelo mecanicista, tradicional y científico, y partió de supuestos acerca de la reductibilidad del trabajo del hombre, fijando la rapidez en función a la repetición, tal como lo sostiene Mill (1.972:12) esta suposición se confirmó en el denominado principio de la máximadivisión del trabajo, que enuncia la ejecución de las más pequeñas cantidades de operaciones posibles, de manera que cada operación sea lo más rápida y perfectamente realizada, conceptualizada de esta manera por Claude (1972: 66) .
