Theoretical Background and Technology
According to Gomez (2003) university institute Samuel Mendoza (Madrid ) highlighted in carrying out a project called " We Infocentro - Internet(telecommunications ) " under the action research methodology based on the creation of new places for the development of ICT the project was conducted under the necessity , the esteem and confidence ofusers which aims to teach and give better knowledge of technology as improved day by day very quickly . During the execution of the project was attended by representatives of the Latin Americannetwork and driven by CHAQUISNET of Ecuador Foundation and IDRC of Canada who pledged to give the best development. Finally, the authors concluded that implementing and warrant Infocentros in individualsperfecting their use and acquisition of knowledge also gain access to technologies with emphasis on communication and research. Moreover, in Venezuela Azael Barrera ( 2002 ) along with the VCU studentsconducted a project called "Impacts of the Infocenter in Venezuela " under action research , supported by the creation of new spaces. Which took place under the impact assessment in VenezuelaInfocentros 2001 . The same is done in order to occupy their time and minds of young people, adults and children .
