Objetivo General

Fortalecer el Sistema de comunicación para la paz, SIPAZ, mediante la investigación sobre comunicación y paz, la consolidación de sus nodos, el mejoramiento de su conectividad y la capacitación de comunicadores populares para el desarrollo de contenidos en temas relevantes para la construcción de la paz como relevogeneracional, desarrollo y paz y equidad de género.

Executive Summary

Armed conflicts rage throughout Colombia against people very poorly capacitated to communicate with each other, express their feelings, and above all, fight for peace and make their conquests known. Farmers, youth and women associations as well as social organizations turn mainly to community mediums for support. Inpartnership with eight other national communication organisms, the Fundación Colombia Multicolor has initiated actions to improve programs, ensure quality contents, and support networks and sharing mechanisms to increase coverage of peace efforts. The project thereafter presents all these options.

The experience gained from using Internet as a tool to integrate and develop new contents (projectfinanced by IDRC) allowed us to form communication nodes in nine regions of Colombia. These have the expertise to produce useful peace promoting information through radio and TV broadcasting, the press and Internet. The National Communication System for Peace (SIPAZ) is the web media.

Nodes are centres which gather and provide the system with information, cover events in their respectiveregions, and ensure coordination with regional stations. Among them, one is responsible for radio information, another for tv, and the Foundation for the Web site. They produce news programs based on SIPAZ contents and send them to stations and partners nationally and within the network.

Since these two nodes need to have good and ongoing communications with others, they are to be connected bysatellites. The seven remaining ones will be provided with phone or optical fiber connections, upon feasability in each region.

An expert in communication for peace promotion will provide training. Then alternatives like mobile broadcasters - the Radiocicleta project - and the setup of video stores will be contemplated.

The network will focus on producing useful contents for peace promotion andput special efforts in working with women and children, the main victims of violence and the most active population in terms of organizational, work methodologies and community involvement progress.

This communication system is developed in middle of conflicts, thus requiring special attention. It puts at stake the lives of media hosts who consider high quality journalism vital, but keepscommunities united and connected. Thanks to these community stations, obstacles to mobilization and gathering against local jurisdictions have been cleared.

SIPAZ provides community journalists with the tools they need and contribute to peace through the generation of news that are efficient, dynamic, and appropriate to Colombia’s cultural medley.
