A Crisis of Many Years
Nowadays threats that suffer countries are similar in essence, but different in characteristics and evolution. In Colombia, people are living social conflicts that affect not only this country, but also other communities near to this country, and other neighbor countries, even United States if we talkabout drug trafficking. Terrorism, murder, torture, rape, forced displacement, forced recruitments of minors, and the action of armed forces that surged looking for political objectives. They grew up in a way that affected the security and peace of the people who was living in tropical regions. The Colombian drama is now recognized in almost the entire world, and one of the main causes is “theguerrilla.” The term guerrilla refers to some armed revolutionary groups that surged time ago, and now they are fighting against the government not only politically, but mainly with violence and force factor. The main groups of these violent organizations in Colombia, that terrorize the citizens with different crimes and massacres, are called FARC, ELN and EPL; the best possible solution to solvethis problem is to fight first corruption between the leaders of the country, also analyzing and understanding their origins and evolution allow us to find common elements with the troubles of other nations and evaluate possible solutions besides the solution of the current conflict.
The current issue now is that the government is trying to get peace though a constitutional amendment, giving theguerrilla leaders some incentives, but the people are not agree, instead of that, they are angry with the possible solution. The government of Colombia is trying to reduce sentences to them who were on the guerrillas instead of giving them a hard punishment; in this way it would be easy for them to lay down their arms and finally get peace from both sides. The problem is that FARC (RevolutionaryArmed Forces of Colombia), ELN (National Liberation Army), and EPL (Popular Liberation Army) are in a constant war with the Army of Colombia since almost half a century. These groups commit many crimes like murder and rapes, by the gravity of the crimes; the reward they can wait is just lifetime in jail. Now the government wants to try another way to get peace, by reducing the sentences. In theonline article of The Economist, the author says “An amendment would give the congress the power determining which crimes and criminals would be investigated, and which might be dealt with in other ways. It would also allow legislating on the conditions under which sentences could be suspended.” This means that many criminals would have the opportunity to get a suspension or no prosecution at all.Many of the criminals that are members of the guerrillas are putting attention to these new methods because they can finally get peace, and they have a chance to stop fighting without severe consequences. With this method the government of Colombia is trying to have a better city without violence. The way the government of Colombia is trying to fix this is through a constitutional amendment, butthis has sparked a national debate and disagreement. Colombia signed up to the ICC (International Criminal Court) for seven years of time to try to encourage peace talks, but now with the deferral over the court’s has full jurisdiction and any amnesty could be challenged. Many recognized people and different organizations like HRW (Human Right Watch) are in opposition to this kind of method. Theauthors notes Jose Miguel Vivanco of HRW says that “The amendment guarantee impunity, and it would be better to offer sharply reduced sentences” This means that they are agree in certain way, but they are not agree about letting the criminals get away with it.
