THE HERMETIC FACE OF BILINGUALISM IN COLOMBIA

As the globalization emerged, a new Cultural War appear whichproceed with the aim of establish western culture as an universal one which implies the instauration of new patterns in local customs, merchandise demands and language and is this last one whereI will be concentrated. English appear in this process of instituting an universal culture (that is no more than institute western as universal culture) as the way that establish worldcommunication among cultures ( Huntington, 1993).
Due to this need of understanding the emerge world an interested for learning a second language as English have appeared in our local context, but untilwhat point the programs or project ect designed for getting the people ready to face this universal culture in terms of language cover the entire population in our country? Is it open to all classes orjust or for an elite?
A clear example that can give a simple answer to the first question listed above, is the Education in English given by public schools; in those institutions preschoolers andelementary students don´t receive formal English classes and in high school they have at least 3 to 4 hour per week. The majority of population that attend those schools, don have the possibility tomake an extra course in this second language or travel to an English Speaker country.
In the other hand there are the private schools, some of them bilinguals, the majority of this institutions havefrom 5 to 8 hours per week of English, besides that, they count with material, and technological resources thatenhance student second language learning process; according to Mejia y Tovar (1999)“ eltipo de bilinguismo … es reconocido como un privilegio del que gozan, en su mayoria, hijos de la clase media- alta en Colombia”.
