Foreword
The purpose of this discussion is to promote better
understanding in several areas related to metering
systems and their use. One such area is the established
tolerances that are applied tothe measurement accuracy
of metering systems. Another is the inclination on the
part of the user or installer to ignore certain basic
requirements resulting in system performance that is
deficient in some respects. We have noticed also a loose
