Despite international agreements that prohibit and although governments refuse to use it, thefact is that torture is a common practice in many countries and consistently, regardless of their ideology or economic systems. Torture has been many times part of the security strategy of a government,an instrument of the state machinery to suppress dissidents. Currently, more and more, are common criminals or criminal suspects, the most frequent victims of torture.
Torture is used to obtaininformation or a confession, to punish, to intimidate and terrorize the victims or their families. Whatever it’s immediate purpose, torture degrades and dehumanizes the victim’s torturer. Torture victimsare members of all social classes, groups, ages and professions.
In some countries, even children have been tortured or forced to witness the torture of her parents.
This is an important issue ofa moral stain, but ethics aside, there is also the pragmatic question of whether torture really works. Since it is ethically impossible to conduct scientific experiments to determine the efficacy oftorture to obtain information, the best way to be guided us is by empirical evidence based on observation and experience, rather than experimentation.
In a report by the U.S. National DefenseIntelligence College entitled, "The science and art of interrogation", says that there has been virtually no social or behavioral study on the effectiveness of the question, either in general or in relationto specific techniques.
The people doing the questioning are the same to ensure its effectiveness. Interrogators have an unconscious tendency to seek evidence that they agree with their beliefs,while ignoring or understanding opposing evidence. A significant amount of people believe that torture is a valid interrogation technique under certain circumstances.
