Industrial Clusters in Yangtze River Delta (YRD)
I. Introduction
The rapid growth of the Yangtze River Delta(YRD) in recent years, particular the formation of the YRD metropolitan region has drawn huge attention from the world. The YRD is now a very important economic powerhouse of the Chinese mainland. The YRD straddles three provincial governments (Shanghai, Zhejiang and Jiangsu) and 16 municipal governments. Each area’s economic structure is distinct in a number of areas. While Zhejiang and Jiangsu’seconomies are driven mainly by the private sector and light manufacturing industry, Shanghai’s economy is characterized by a large state sector and a burgeoning service industry. Within the YRD, Zhejiang boasts the largest number of industrial clusters. Some key features of the clusters such as “one commodity in one town; one industry in one county” ( big market” ( ), “small merchandise, ), etc.,have aroused public interests and

concerns. The development of industrial clusters in Zhejiang is commonly referred to as the “Zhejiang phenomenon”, which is also regarded as the icon of the YRD industrial clusters. This issue will first give an overview of the industrial structures of the YRD metropolitan region and the three provinces; followed by a briefdescription of the “Zhejiang phenomenon”. A map showing all major industrial clusters in the YRD city is also included.

II. Overview of the industrial structure of YRD
1. The YRD metropolitan region
The YRD metropolitan region spans across 1 municipality and 2 provinces. It has 16 cities, including Shanghai municipality; the Jiangsu province cities of Nanjing ( Wuxi ( Hangzhou ( Taizhou ( ). ), Changzhou ( ), Jiaxing ( ), Nantong ( ), Huzhou ( ), Zhenjiang ( ), Yangzhou (), Suzhou ( ), ), and ), and Taizhou ( ), Ningbo ( ); and the Zhejiang province cities of ), Zhoushan (

Although the YRD only covers an area of 100,201 sq. km, which is only 1% of China’s total land area, its GDP reached 3,385.9 billion yuan in 2005, accounting for 18.6% of the whole China economy.The GDP of Shanghai, the 7 cities in Zhejiang and the 8 cities in Jiangsu amounted to 914.4 billion yuan, 1,012.1 billion yuan and 1,459.4 billion yuan respectively, accounting for 27%, 29.9% and 43.1% of the region’s GDP (see Exhibit 1). The industrial output of the YRD reached 5,804 billion in 2004, accounting for 31% of the national total. Among the 16 YRD cities, Shanghai boasted the highestindustrial output value, amounting to 1,401.8 billion yuan and contributing to 24% of the region’s total. Pillar industries of the region include textile and apparel, chemical products, smelting and pressing of ferrous metals, equipment manufacturing, transport equipment, etc. Within the YRD region, while Jiangsu and Zhejiang are major producers of apparel, textile and chemical fiber, Shanghaiproduces a relatively large share of petroleum and motor vehicles. Exhibit 3 shows the pillar industries in Shanghai, Jiangsu and Zhejiang and their shares in China’s industrial output.
