Chapter 1
Agency & EEO authority & responsibility

Summary
Each federal agency needs Director of Equal Employment Opportunity (EEO) shall be responsible of implement of affirmative employmentprogram to promote equal job opportunity & identify discriminatory practice & policies.
Special Emphasis Programs Managers may include managers of the Program for people with disabilities, federal womenprogram, Hispanic employment & such other programs.

Chapter 2
Equal employment opportunity pre complaint processing

Summary
Agencies should use full time EEO Counselors. The Counselors playsa role in ensuring prompt & efficient processing of the formal complaint.
Alternative dispute resolution (ADR) & EEO consoling are essential two achieving resolving of the claim.
Requirement:
- 32hours training of EEO Counselors
- Receive 8 hours of continuing
-EEO Counselors training every day
Training 22 hours new EEO Counselors. They have many roles and responsibilities
depending uponthe facts & circumstances if the particular case procedure available in pursuit of discrimination claims. EEO Counselors identify such cases when the aggrieved person first seeks counseling.

EEOCounselors mush has work knowledge of the complaint processing regulations.
-Title VII of the Civil Rights Act of 1966
Prohibits discrimination based on race, color, religion, sex, nationorigin.
- Age discrimination in Employment
Discrimination in employment on the basis of age (40 years or older)
- Rehabilitation
Prohibits discrimination on basis of mental & physicaldisabilities.
- Fair Labor Standards
Prohibits sex- based wage discrimination
- Commission Regulation
Processing of federal sector discrimination
