Assignment 1: Evaluation using experimental data

Section 1.

The RPS Project is a program with the purpose to increase the standard of living of the Nicaraguans in extreme poverty by helping them to build human capital. In order to do that the program seeks tocreate an initial institutional framework with the objective to unify the principal social spending agents to develop a social safety net. To achieve this goals the program has different integrated activities that it will help to build human capital among the poor population, this activities include training, nourishment, school attendance, health advocacy and reduction of preventable diseases.The four indicators that I have chosen are: total expenditure, diarrhea last month, rate of attend and time checkups during pregnancy. I considered these indicators as the more important to evaluate the impact of the project and the indicator gender as the variable used to identify the heterogeneity of impact.

Total expenditure: One of the objectives of the program is to give to the familiesan income supplementation with the purpose of increasing the food expenditures of the families in extreme poverty, the income of the families will be affected with this measure then if the project has an actual impact it is expected that the total expenditure will be increased, so this variable is crucial to see if this income help has effect.

Diarrhea last month (age 0-5): Another importantpoint in the program is the reduction of preventable diseases on kids; it is well know that the diarrhea is very common in children who live in unhealthy environments. If the project has success it is expected that the cases of diarrhea will be lower because the families will receive health training, immunization coverage and development and growth monitoring for children under five years of age.Rate of attend (age <9): In the education aspect the program has the objective of reducing the school dropout rate in the first four grades so the rate of attend is a good indicator since if this rate go up it means that the children are going more often to the school which also means that the dropout rate is decreasing. This is going to be achieving by giving education subsidy for familieswith children in grades 1-4, school pack (shoes, clothing and school supplies).

Time checkups during pregnancy: Also the fact of reducing diseases on kids the program is worried about the women of childbearing age as well. This variable will be useful to measure the better care for these women because if the number of checkups during pregnant decrease that could be mean that health of the womenimproved because if a pregnant woman has to go more often to examine his baby his health and his baby could be in danger.

Gender: This will be the variable to explore heterogeneity in rate of attend, I chose this one because I want to see if the implementation of this program has different effects depending of the gender. If it does then other factors could be affected the rate of attend (boysor girls) besides the lack of schooling help.

Section 2

The RPS data was collected from the poorest households in six municipalities in the northern part of the central region of Nicaragua (Madriz and Matagalpa). These municipalities meet the requirements to get in the program, the fundamental fact was poverty and a basic local institutional structure to support the implementation of theprogram in its early stages. Within these six municipalities the poorest comarcas were selected. Comarcas are national census administrative areas within municipalities that include between one and five small communities averaging 100 households each.

From the comarcas selection forty-two were identified as poor enough for intervention and of those 21 were randomly selected into the program...
