GARANTIA DE PENSION MINIMA Y BONOS PENSIONALES EN EL REGIMEN DE AHORROINDIVIDUAL: CUENTIFICACION DEL AHORRO FISCAL CON MOTIVO DE LA REFORMA PENSIONAL PROYECTADA Resumen El objetivo de la investigación está encaminado a describir las principales incitaciones para introducir las reformas pensionales efectuadas en ocho países de América Latina y contrastar su comportamiento con cifras con el fin de verificar el cumplimiento de las principales motivaciones para las reformasy de otra parte, estimar la disminución de la carga fiscal por los traslados del Seguro Social a las AFP por concepto de bonos pensionales tipo A y la garantía de pensión mínima con aplicación de una reforma de segunda generación. Para ello, con los datos disponibles oficiales y utilizando un modelo financiero actuarial para calcular los bonos pensionales tipo A y la garantía de pensión mínima,se determina el monto de las erogaciones por edad simple y rango de salario mínimo legal vigente y con la reforma. Seguidamente, se proyecta el monto para cada año desde el año 2002 hasta el 2053, fecha en la que se espera cesen tales pagos. Para dimensionar el ahorro fiscal, se efectúa una relación en proporción al valor estimado del PIB para Colombia en el año de 2000 con tasas de crecimiento del2%, y de su análisis se concluye que el ahorro fiscal por estos conceptos representarán hasta el 0.32% del PIB que en términos monetarios significa una disminución de 21.3 billones. MINIMUN PENSIONGUARANTEE AND PENSIONAL BONUS IN THE INDIVIDUAL SAVING SYSTEM: QUANTIFY OF THE PUBLIC TREASURY SAVINGS WITH THE PROJECTED PENSIONAL REFORM Abstract The objective of the investigation it’s guide to describe the principals incitation for introduce the pensional reforms effectuated at eight countries of Latin America and contrast your behavior with numbers with the purpose of verify the compliment of theprincipals motivations for the reforms and the other hand, estimate the decrease at the fiscal cost for the transfer of the Seguro Social to the individual capitalization system for concept of pensional bonuses “A” type and a minimum pension guarantee with application of the one reform of second generation. For that purpose, with the official data at disposal and using a financial actuarial modelfor calculation of pension bonuses “A” Type and a minimum pension guarantee, it is determined, taking the amount of spending for “simple age” and current minimum legal salary range and with the reform. Following after, a yearly projection is made, from year 2002 to year 2053, date in which (it’s hopped) payments will stop.
