LA GESTIÓN AMBIENTAL COMO ESTRATEGIA PARA EL MEJORAMIENTO DE LA CALIDAD DEL AIRE EN LA CIUDAD DE BARRANQUILLA

Resumen
La gestión ambiental como estrategia de articulación entre sectores, para generar desarrollo sostenible a partir de Mecanismos Limpiosaplicados al transporte público, es el tema central del presente artículo.
El consumo de combustibles es la principal causa de la contaminación del aire en Colombia y las mayores descargas de contaminantes a la atmósfera se presentan en las ciudades de Bogotá, Medellín, Cali y Barranquilla. El diseño del modelo de calidad del aire es una herramienta, que permite controlar y evaluar las emisiones degases por fuentes móviles y facilita la toma de decisiones para generar desarrollo.
En la regulación del transporte público, se identificaron las siguientes instituciones del orden nacional, regional y local: Ministerios de Ambiente y de Transporte, El Centro Nacional de Producción Más Limpia, El Departamento Administrativo del Medio Ambiente Barranquilla, Metrotransito, Transmetro, El ÁreaMetropolitana y Las Empresas de Transporte Público; todas ellas poseen recursos y funciones relacionadas con el problema planteado, sin embargo, no existen antecedentes de proyectos conjuntos que generen impacto regional.
El Modelo de Calidad del Aire, busca reducir índices de contaminación convirtiendo la gestión ambiental en una estrategia de desarrollo, articulando acciones de la academia,instituciones públicas y privadas del sector transporte.

Abstract
The environmental management as strategy of articulation between sectors and classes of the company, to generate sustainable development from Clean Mechanisms of Production applied to the public buses, isthe central theme of this article.
The consumption of fossil fuels is the main cause of the Pollution of the air in Colombia and the greater discharges of contaminants to the atmosphere are presented in Bogota, Medellín, Cali and Barranquilla cities. The design of a model of quality of the air is a tool, which allows the control and evaluation of gases emissions by mobile sources, at thesame time, it facilitates take decisions to generate development projects..
The different companies and institutions work to improve the deterioration of the environment and the natural resources. In the sector Barranquilla's public transport, the following institutions of the local, regional, and national order were identified: Department of Environment, Housing and Territorial Development,Department of Transportation, The National Center of Cleaner Production, The Administrative Department of the Environment Barranquilla (DAMAB), Metrotransito, Transmetro, The Metropolitan Area of Barranquilla and The Companies of Public Regional Transportation. All of them possess resources and functions related to the problem presented, nevertheless, do not exist precedents of joint projects thatgenerate national, regional, and local impact.
The Air quality model, from the implementation of Clean Mechanisms of combustion in mobile sources, seeks to reduce the indexes of pollution and convert the environmental management in a strategy of sustainable development, articulating the functions of the academy with institutions and estates public and private of the transportation sector.
