RESUMEN Este proyecto se desarrolla a partir de analizar y comparar las diferentes perspectivas del desarrollo económico desde el punto de vista delmegaproyecto hidroeléctrica Sogamoso y el de las comunidades en las zonas de influencia. El proyecto hidroeléctrico consiste en el aprovechamiento del caudal del río Sogamoso, mediante la construcción de una presa Con el objetivo de realizar una reflexión sobre los impactos mayormente negativos y proponer un sistema de información, comunicación, participación y concertación que posibilite elacercamiento, intercambio e interacción, construcción de acuerdos y alianzas, entre el proyecto y las comunidades, organizaciones sociales, administraciones públicas e instituciones del área de influencia, para propiciar la inserción y la articulación del Proyecto con la región en las mejores condiciones para todos los actores y establecer relaciones con las entidades territoriales y sus instituciones paradar apoyo a la gestión administrativa local y fortalecer la capacidad administrativa como otros actores importantes en el contexto regional y con la adecuada capacitación y formación a los funcionarios para el manejo de los diferentes impactos. Y de esta forma concluir con ojo crítico para referirse a los diferentes puntos de vista y exponer la opinión personal. ABSTRACT

This project develops from analyzing and compares the different perspectives of the economic development from the point of view of the megaproyecto hidroeléctrica Sogamoso and the one of the communities in the zones of influence. The project hidroeléctrico consist in the advantage of the discharge of the river Sogamoso, by means of thebuilding of a dike. With the aim to do one reflexion about the mainly bad effects and propose a system of information, communication, participation and conciliation that makes possible the approximation, exchange and interaction, construction of agreements and alliances, between the project and the communities, social organizations, public administrations and institutions of the area ofinfluence, to propitiate the insertion and the joint of the Project with the region in the best conditions for all the actors and to establish relations with the territorial entities and her institutions to give support to the administrative local management and to strengthen the administrative capacity as other important actors in the regional context and with the suitable training and formation to thecivil servants for the managing of the different impacts.
