ABSTRACT
Thisresearch addresses an issue that is topical: "environmental pollution".
In every company dedicated to the field of mining, environmental pollution has
aroused the concern of the authorities and the general public.
Within this line of concern is located the present research work is put to
consideration of the gentlemen of the jury.
The research problem concerns the extent to which the internalcontrol
environment and the legal framework affecting environmental pollution by
companies that are in the business of Small Coal Industry. What we want to prove
is that environmental pollution by these companies can be explained in
environmental monitoring carried out by the administrative part of these entities
and their enforcement of the legal framework.
For this reason the following hypothesis: "TheInternal Control Environment
administered in most of the mining companies in the Puno reg ion, not according to
the procedures and rules; these factors impact greatly Environmental Pollution by
activity of small-scale and artisanal mining, the pollution and being detrimental
affects ethical behavior - social engagement that show. "
To collect the required data is applied the technique ofobservation and
document analysis, which allowed to collect the necessary data in order to prove

that the internal control environment and the legal framework have marked impacts
on the environmental pollution caused by companies mining.
The end result is concluded that seven companies Small Coal Industry
investigated in five (71%) companies compliance of legal and environmental
control are poorand in these same companies the level of contamination is
"Critical" with it is found that the hypothesis in research is true, although it is
necessary to consider the relativity of the results obtained during this investigation.

RESUMEN
La presente investigación aborda un tema que es de actualidad: “La
contaminación del medio ambiente”. En toda empresa dedicada al rubro de la
minería,la contaminación ambiental ha despertado la preocupación de las
autoridades y del público en general.
Dentro de esta línea de preocupación se ubica el presente trabajo de
investigación que se pone a consideración de los señores jurados.
El problema que se investiga es referido a determinar en qué medida la no
aplicación del control interno y el marco legal respecto del medio ambiente inciden
en lacontaminación ambiental por las empresas que se encuentran dentro de la
actividad de Pequeña Minería y Minería Artesanal. Lo que se quiere probar es que
la contaminación ambiental por parte de estas empresas se puede explicar en el
control ambiental que desarrolla la parte administrativa de estas entidades y su
debido cumplimiento del marco legal.
