SECURITY THREATS AND THEIR IMPACT ON INTERNATIONAL RELATIONS The need for international security has been growing at the same pace as the global economic order that has a very strong influence in the International Relations today. Due to the trend to cooperate countries work together to face challenges related with globally threats, to reach better results countries must increase such cooperationbecause all this threats have the tend to be interconnected with several sides of the country’s nature. This international security must be rooted in mutual trust among the countries involved this is in order to avoid security dilemmas, when any of the means by which a state tries to increase its security decrease the security of others-(The Security Dilemma Revisited .Charles L. Glaser).According to Amine Kherbi “Trust-based strategies would give the international community powerful leverage over weak global regulations and would also help to reduce disagreement on collective security and development issues. Subsequent attempts to tackle economic development and security would take into account the capacity of individual countries to participate in global regulations and discussions” Tomake such strategies possible it is necessary that the most powerful nations take into account the developing countries, these countries should have a say in the discussions to create solutions to the threats however in developing countries the situation is much more complicated due to other problems like economic uncertainty, poverty, weak political regulation and social problems. This doesn’tmean we shouldn’t take in consideration the national development. A system of international security must have a set of shared normative values open channel of communication based on open dialogue. Quoting Kherbi again “Instituting such a plan necessitates constant assessment and adjustment to account for differing nations' capacities. But it is only by taking such an approach that theinternational system will be able to effectively face the emerging security challenges of a globalized world”. If a system of international security is established objectives related with “good governance, respect for human rights, democracy, and stable legislative and economic frameworks” can be reached. It is important to note that such a system must integrate the interest of its members in order to avoid asecurity dilemma it exists when "many of the means by which a state tries to increase its security decrease the security of others." (Robert Jervis, Cooperation under the Security Dilemma). In case of the presence of this dilemma it must be properly handed because it can trigger both good and bad actions, from de achievement of an increased level of security to the probability of war. In thefollowing pages you will find an analysis of the main threats perceived in the world today in terms of security and how their connection to International Relations focused on Latin America.

TRADITIONAL AND NEW THREATS TO SECURITY IN LATIN AMERICA Since the formation of modern societies traditional security threats have existed. But before entering further it is important to detail somedefinitions. When we talk about threats we refer, according to the New Oxford American Dictionary to “a statement of an intention to inflict pain, injury, damage, or other hostile action on someone in retribution for something done or not done”. On the other hand security can be defined as “The state of being free from danger or threat”. In the times of the Peace of Westphalia, the security threats werefocus on external attacks by other states. After world war two the threats were mainly concerned with a possible nuclear attack. After the end of the cold war there has been tension between poles, socialist and capitalist.
