A country´s financial system is formed by the set of institutions, markets whose first target is canalize the savings that generate the units of savings with exeeds to the borrowers or units of spending this work of intermediation, carried by the institutions who compose the financial system is considered basically to made atransformation of the primary issued by the financial assets into indirect financial assets chords to the preferences of the savers.

The financial assets are defined like tittles or accounting entries issued by the economic unit who constitute a mean for maintaining richness for them who have it and a liabilities for them who generate that´s why, they don´t promote to increase the general richness of acountry at least in a closed economy, but help the mobilization of the real resources of the economy
.
The financial system is formed by as many financial assets as the institutions or intermediaries and financial markets have. The intermediaries buy and sell the assets in the financial markets. The system fulfill then, the primal mission in a market economy, capture the surplus from the savers(units of waste with surplus) and they canalize it to the public or private borrowers (units of waste with deficit).
This mission is essential because of two reasons:

-First one is the no coincidence, in general of savers and investors. That is the units who have deficit are different from those who have surplus.

-Second one is the savers’ wishes don´t coincide, in general, with theinvestor´s ones respect the grade of cash, security and transformance of the assets issued by this last ones, that´s why the intermediaries must carry on a labor of transformation the assets to make them more suitable to the saver´s wishes.

Institutional structure of the Spanish financial system.

The institutional organization of the Spanish financial system has its peak in the government who isthe highest authority in financial politics. We must remember that because of the art. 149.1 of the Spanish constitution, the state has exclusive competence in next subjects, in addition to others:
-Commercial law- without detriment to the necessary specialties that in this order are derived from the particularities from the substantive of the autonomic communities.
-External trade
-Monetarysystem- foreign Exchange, convertibility and change, banking and insurance.
-General treasury and debt.
Inside the departmental structure in the government, the economic ministry is who ensures of the development of the financial politic trough different executive organs. The distribution of competencies and attributions among the financial authorities is completed by the competences whichhave the autonomic communities, according to their statute, above the houses of saving and the credit cooperatives.
The communities in fact has double of political decision making and executive organs. That´s similar with what happen with the bank of Spain which is an executive authority basically, but it´s too political-decision making in monetary politics, under the European central bank.EXECUTIVE ORGANS:
