La División de Educación Superior de UNESCO elaboró durante el periódo 1983.1989, treinta y seís
títulos en la serie Documentos sobre Eductrcirín Superior (una lista completa de títulos apareceen la
últimapágina).Desde 1990, esta serie continua en una nueva forma, Nuevos D~uMux~~.~ sobre
Educuci& Supenor con dos subtítulos: uno, Estudios P /r~vestipuiones y el otro, Documentos de

NOTA DEL SECRETARIADO
Desde fines de los 80’ y en los años transcurridos de ladécada previa al
tercer milenio, se ha venido desarrollando a nivel planetario un interés creciente
en la educación permanente (life-long education), entendida como proceso
constante de actualización y reentrenamiento, no circunscrito a un período de la
vida del hombre y que rebasa los límites espaciales del aula. La elaboración en
términos modernos del concepto de Educación permanente (EP), sevincula y
amplia con el de Aprender sin Fronteras (Learning without Frontiers), cuyo
objetivo -tal y como lo definió en un informe al Consejo Ejecutivo en 1993 el
Forum de Reflexión de UNESCO- es permitir a las personas de todo el mundo
obtener acceso a todas las formas y niveles de educacion, en el contexto de la
educación permanente.
El ensayo del profesor Carlos Tünnerman Bernheim, « Laeducación
permanente y su impacto en la educación superior », cs un estudio sumamente
creativo en lo conceptual, que además aporta sugerencias valiosas con el objetivo
de implementar estrategias que permitan la reestructuración de la educación
superior recreándola como EP a partir de una visión prospectiva. Su publicación
