We have seen through the history of English language teaching around the world, how it has changed a lot for the better, since it is necessary to learn anew language nowadays, due to the need people have to communicate for lots of reasons, such as to make business, to get updated in technology, and so forth. In Colombia, “la Secretaría de Educación”has backed up in the common European framework of references for languages, and English next from the British Council and with the help of some national experts in this field from almost all of theregions of our country; they have made some basic standards of competences in foreign languages. They have also had the help of the bilingual national program which purpose is to make bilingual citizens,especially in touristic cities like Cartagena and Santa Marta. With this, not only we improve our life quality and culture, but also we have more chances to get a better job or opportunities to get agood one.
According to the basic standards of competences in foreign languages, we teachers should have very clear the differences among some definitions or concepts about bilingualism, a secondlanguage and a foreign language. The first one has to do with mastering a different language in a natural way, almost with the same perfection as our mother tongue. The second one is gotten by the needpeople have to communicate for business or in their jobs, sometimes those people are living in a foreign country or they have to be there temporarily. The third one deals exactly with what reallyhappens here in our country, you learn English in a scholar environment, and there is no need to communicate in English outside your school, because you are not exposed to the language.
