ABSTENCIÓN

Dejar de llevar a cabo algo.

Privación voluntaria del ejercicio de un derecho o de la realización de una cosa. Negativa a votar o a hablar en un determinado asunto. Renuncia voluntaria a ejercer el derecho del voto. En cuanto al derecho de abstenerse de votar en las deliberaciones o sesiones de la Asamblea Nacional, el artículo 126 del Reglamento Interior y de Debates delCuerpo Legislativo, establece que a pesar de que el diputado o diputada no haya hecho uso del derecho de palabra durante el debate, podrá dejar constancia escrita de su voto salvado, negativo o de su abstención, dicha abstención se mencionará en el acta que se levante a tal efecto.

Actas

Se entiende como la relación escrita donde se consigna el resultado de las deliberaciones y acuerdos de cada una de las sesiones, que celebra una junta, cuerpo o asamblea, para la debida constancia.

Es una reseña escrita, fehaciente y auténticade todo acto productor de efectos jurídicos, por tanto, tienen valor legal, y pueden ser fuente de información de la voluntad del legislador para la interpretación de la ley. El artículo 94 del Reglamento Interior y de Debates de la Asamblea Nacional, establece que de toda sesión se levantará acta, lo cual es responsabilidad del secretario. El diccionario jurídico venezolano D&F, llama a estasactas Legislativas.

MINUTES

It is understood as the written record which records the outcome of the deliberations and decisions of each of the sessions, holding a board, body or assembly, to the duly recorded.

It is a review written, authoritative and authentic acts producing legal effects therefore have legal value, and can be a source of information for the intention of the legislature tointerpret the law. Article 94 of the Rules of Procedure and Debates of the National Assembly, states that for any meeting shall be recorded, which is the responsibility of the Secretary. The Venezuelan legal dictionary D & F, calls these legislative acts.

Apelación

De la voz latina «apelattio». Llamamiento. Acudimiento a algunaautoridad o a alguien para obtener una presentación o para modificar un estado de cosas.

En Venezuela, el Poder Legislativo Nacional, por ser un ente colegiado, no concibe dentro de su forma de funcionamiento ningún derecho de apelar de las decisiones tomadas dentro del mismo cuerpo, por cuanto se supone que las mismas de decidieron por el voto de la mayoría de los diputados en el momento delos debates correspondientes, sin embargo el artículo 19 del Reglamento Interior, en su numeral 3 enuncia que: el diputado tendrá derecho a proponer, acoger o rechazar proyectos de ley, acuerdos o mociones.
