International Teacher Certification Program
Purpose: To prepare candidates with a foreign degree to become teachers in Texas through the Region 4 Teacher Certification Program.
Requirements:
• A four/five year university degree equivalent to a bachelor’s degree earned in the United States. Bachelor’s degree from a foreign university must be evaluated, verified and deemed equivalent by anapproved credential evaluation service.
• GPA - Minimum 2.5 Overall (7.5 on a 10-point scale)
• English language proficiency must be demonstrated when degree has been earned from a foreign university. An interview will be conducted by phone or in person. Proficiency can also be demonstrated in one of the following ways:
o Bachelor’s degree earned in the United States
o Bachelor’s degree earnedfrom an English speaking foreign institution (all transcripts must be in English and must include a letter from the university or evaluation company stating all instruction was in English)
• Applicants with foreign transcripts must demonstrate spoken English proficiency by completing one of the following:
o Complete Versant test with minimum score of 55
o Complete TOEFL iBT test with minimumscore of 26 on the speaking section
• Complete the Region 4 Basic Skills Test
• Basic Skills Test policy may be waived, in full or part, for applicants who meet one or more of the following State Board of Educator Certification (SBEC) basic skills requirements:
o Degree from the US
o TASP or THEA scores of 230 on Reading and Math and 220 on Writing
o SAT scores within 5 years of taking theexam; total 1070 with minimum 500 on Verbal and/or Math
o ACT scores within 5 years of taking the exam; total 23 with minimum 19 on English and/or Math
o Accuplacer scores of 78 on Reading, 63 on Algebra, 6 on Writing, 80 on Sentence Structure
• 24 credit hours in the content areas (English, Mathematics, Science and Social Studies) for EC-6 Bilingual, All Level Spanish and Special EducationBilingual EC-6 areas of certification

Documents Needed:
o Copy of “título” and copy of “cédula profesional” ( Only for Mexico graduates)
o Copy of Diploma stating that the Bachelor’s degree was conferred
o Original Transcripts from all universities attended
o Original credential evaluation (if available)
o Photocopy of TOEFL IBT score or Versant test (if available)
o Criminal History Record(“Carta de No-antecedentes Penales”)
o Copy of front page of passport and copy of current US Visa and I-94 form (If applying within the United States)
o 3 letters of recommendation
o Printed copy of online application
o A self-addressed stamped envelope to have transcripts returned (one SASE per mailing)

2. Submit all official transcripts and other documents before the deadline.

3. Allow 10 business days for your transcripts and documents to be reviewed.
• If applying for bilingual or any foreignlanguage and degree was received from an English- speaking country, an interview is conducted. With a degree from a university outside of the U.S.A., applicant is interviewed for English proficiency; transcripts must be evaluated by an approved credential evaluation company and verified for authenticity (see Admissions Criteria for details.) All candidates must prove English proficiency
