Calidad de vida, medio ambiente y
desarrollo regional
Un enfoque desde la perspectiva cultural.

ABSTRACT. We Chilean people are in need of an enviromen
tal culture. Due to the underdevelopment urgencies,
it is more difficult to have this culture. In the poor
countries, the economic income-yield capacity and the
technicalfeasibility are far more important than the
destructive social consequences.

For that reason, companies, industries, public services
and other activities which do not take into account
polluting factors of the environment are easily installed,
though there is a constitutional resolution guaranteeing
a right for inhabitants to live in an environment free
of this scourge.This lack of moral awareness is even
greater in regions where the problem is usually very
serious and definite, being different from what is happening
in Santiago, for example, where the overwhelming

smog is demanding to find urgent solutions and to take
collective precautions.
Points previously mentioned make the notions of enviromental
contamination and measures to avoid itstill
unclear in our country. This characteristic can be observed
from the highest level of authority to the poorer socioeconomic
levels.
Due to this, a change is urgent and it must be made
through more rapid means than the ones education and
politics can achieve, without affecting or interfering in
the reinforcement of these means of ecological culturization.
If we do not attain this in ashort time, costs
can be unmendable. Means of social communication
should play a quite significant role in the process of
public sensitization in order to support ways of living
promoting and defending an environment actually free
of contarnination.
The following article states the necessity of acting like
this and at the right time with the purpose of avoid new
ecological disasters and alsocreate a massive awareness
of the duty concerning every human being in this
challenge of the near future.
Pensar el mundo de modo diferente
Por distintos medios, numerosos analistas
nos llaman a ver el mundo de modo
diferente y a prepararnos para el futuro que
se nos viene encima sin darnos cuenta. Una
parte considerable de estos planteamientos
están influidos por los problemasambientales
y sus consecuencias sociales, como el
agotamiento de los recursos energéticos no
renovables, por ejemplo.
Uno de esos casos es el del futurista
Alvin Toffler, que enfoca la historia del
hombre en oleadas. Afirma que la primera
gran ola se desencadenó hace unos diez mil
años, con la aparición de la agricultura. Una
segunda ocurrió hace unos trescientos años
con la revoluciónindustrial. La tercera
oleada está en curso. Percibimos de ella una
parte, a través de la crisis múltiple que
afecta los valores, las organizaciones políticas,
la economía, el medio ambiente y la
estructura familiar occidentales. Estos no
son fenómenos aislados, según Toffler. Corresponden
a un cambio histórico en marcha
en que se redefiniran las tecnologías
para adaptarlas al hombre y no adaptarel
hombre a la tecnología, como ocurrió con
la revolución industrial.
Otra visión más puntual es la que nos
ofrecen expertos en nuevas formas de vida,
previendo el agotamiento de los recursos
naturales no renovables.
Estos analistas incorporaron hace poco
al lenguaje culto el término "biorrecurso".
Esto implica, en cierto modo, volver a la
utilización perfeccionada de los recursosnaturales que empleaba el hombre hasta
antes de la revolución industrial, como
única forma de asegurar la sobrevivencia
humana.
Como el biorrecurso está diseminado
tan ampliamente en todo el mundo, tiene el
potencial de proporcionar la equidad. No
puede decirse lo mismo de los pozos de
petróleo y los depósitos de uranio, por
