Introducción
La ciencia y la tecnología han vivido a nivel mundial procesos históricos que permiten no sólo estudiar sus progresos, logros, dificultades, sino también sus limitantes y problemas. La ciencia y la tecnología constituyen factores fundamentales de desarrollo de los países, pues desde tiempos remotos el desarrollo, que alcanzada por las sociedades se ha apoyadoen importantes saltos tecnológicos, que ha transformado el conocimiento en bienes y servicios con perspectivas de mercado.
El progreso científico y tecnológico ha conseguido un cierto nivel de desarrollo, que si bien no es el más deseable, tampoco ha sido del todo negativo, pues, el resultado de este progreso se lo debemos, de alguna manera al esfuerzo científico de las distintas organizaciones...
